There was a Tacacs on FTP.CISCO.COM with VMS routines written by someone whose
name I forgot. I took it and the Unix's XtacacsD and merged them. Furthermore,
I've modified Xtacacsd to look also in a file (for special users who do not
have Tacacs access) and also a redirection (by appending @hot or %host) to
another trusted host. I'll write the documentation today (if I have the time)
and place it soon for Anonymous FTP. Try looking for it on VMS.HUJI.AC.IL
at the LOCAL directory. I'll call it something like XTACACSD.BCK and
XTACACSD.TAR.
